Are rich Chinese tax evaders?

Chinanews, Sept. 12 - On Sept. 10th, the State Administration of Taxation
of China (SATC) and China Taxation magazine jointly released the list of
China Top 100 Taxpayers of Year 2004. The list shows that only 12 on
Forbes Magazine's Top 200 Rich Chinese list of 2004 are on among the
country's top 100 taxpayers last year, 1 more than that of 2003; however,
the number is still small.
Is it true that rich Chinese are serious tax evaders? According to Zhang
Musheng, director of China Taxation magazine, some rich Chinese need to
enhance their taxpaying consciousness, and the underdeveloped tax
collection and administration methods are also a major factor that have
aroused such questions.
According to Gao Peiyong, deputy director of the Institute of Finance and
Trade Economics under the Chinese Academy of Social Sciences, the
phenomenon that few on Forbes Magazine's Top 200 Rich Chinese list are
among China's Top 100 Taxpayers have caused some people to believe that
these rich Chinese are heartless tax evaders. Such a view is not
all-sided. Gao believes that it is imperfection of China's taxation
system that has caused this phenomenon.
Gao said that in the current taxation structure of China, main tax
categories such as income tax and consumption tax pay close attention to
the income link and consumption link but seldom involve the property
link. For instance, there is personal income tax, value-added tax and
consumption tax, but almost no tax in the property link. Gao suggests
that the government speed up taxation reform and fill up the gap of
property tax as soon as possible. When taxation in all three links is
improved, more rich Chinese will get on the Top 100 Taxpayers list.
