Most small and medium SOE restructured

Chinanews, Beijing, July 13 (By Yu Jingbo) - At the China Reform Forum in
Beijing on July 12th, Li Rongrong, director of the State-owned Assets
Supervision and Administration Commission, said that over 85% of China's
small and medium-sized state-owned enterprises (SOEs) completed
restructuring. China will try to crack the hard nut of eliminating all
remaining distressed large and medium-sized SOEs by 2008.
Li said that in the past two years, China's large SOEs had been
accelerating their paces in shareholding reform. Over half key SOEs have
finished shareholding reforms and diversified investment sources. More
than 85% of small and medium-sized SOEs have completed restructuring.
Some distressed enterprises left over from the past have stepped down
from the market by means of government bailout bankruptcy.
Li added that there were two general objectives for China's reforms of
state-owned assets management system and SOEs. One is to establish the
basic framework of a new state-owned assets supervision and
administration mechanism in three years beginning in 2004 to improve the
capacity of supervision and management. The other is to finish strategic
adjustment and reorganization by the end of 2010.
